Description of Job:

The Lead, Standards Data Exchange is a professional who supports the implementation and maintenance of health record standards including the communications provided by an Electronic Health Record. She or he will work closely with the Senior Executive Team charged with Health Information Management in order to ensure effective, efficient information exchange and definition to support an Electronic Health Record. As a lead, the individual will be required to provide standards subject matter expertise to advance the adoption of standards and promotion of expert standards decisions locally and provincially.

Job Duties: 

  • Contribute to the definition and execution of the vision and mission for the health record standards program, and overall architecture, standards and planning division
  • Contribute to the ongoing evolution of a blueprint, connectivity, and electronic health record roadmap by identifying, defining, and creating key standards components of the electronic record
  • Contribute to the defining and refining of key strategies, tactics and policies for the standards program such as alignment with pan-Canadian, Canadian approved, and international eHealth Standards, as well as governance and related processes, including knowledge assets, tools, and products to ensure that interoperability standards have defined mechanisms 
  • Provide subject matter guidance to the standards program’s senior standards analysts and colleagues as appropriate through a strong understanding of the standards landscape locally, provincially, nationally, and internationally
  • Work with agency programs and external partners and stakeholders to identify and address standards requirements for messaging, integration profiles, and other selected standards
  • Track project milestones and associated standards tasks for the standards program along with other selected standards projects and products within the organization and also its with external partners and stakeholders
  • Identify, manage, and/or resolve technical risks/issues that impede adherence to project objectives and adoption of messaging, integration profiles, and other selected standards as suitable and appropriate

Education and Experience:

  • Master’s Degree in Health Information Management, Health Informatics, Computer Science, Heath Care Administration, or related field. A diploma or bachelor’s degree and excellent experience may be considered.
  • Minimum of five years’ experience in IHE and HL7 methodology and the application of HL7 messaging standards (versions 2 and 3), the Reference Information Model (RIM), IHE integration profiles, and other data exchange standards in use in healthcare 
  • Minimum of seven years’ experience guiding and advancing the expertise of technical and business/clinical audiences 
  • Minimum of five years’ experience in project management and planning experience with various health care providers, government agencies and vendors
  • CHIM Certification is an asset
  • Certification in Terminology Standards is an asset
